Describe ECR. Indian passport required for emigration clearance

For travel to the 18 nations listed below, ECR passport holders are required to obtain authorization from the Protector of Emigrants (POE), Ministry of Overseas Indian Affairs, in accordance with the Indian Government Emigration Act, 1983.

List of 18 countries where travelers with ECR passports must obtain clearance before departure

Afghanistan, Bahrain, Indonesia, Iraq, Jordan, Kuwait, Lebanon, Libya, Malaysia, Oman, Qatar, Saudi Arabia, Sudan, South Sudan, Syria, Thailand, UAE, and Yemen are among the countries that are mentioned.

Nurses Recruitment:

The recruiting to 18 ECR countries is being handled by Norka-Roots, Overseas Development and Employment Promotion Consultants (ODEPC), and Tamil Nadu Overseas Manpower Corporation.

In order to obtain nurses from India, ECR countries will now be required to register with the eMigrate system of the Indian government. The Indian missions will screen them and send them to the state authorities for selection when they register electronically and post their need for nurses.

The POE will provide the nurses’ emigration clearance to travel to the 18 ECR countries once the selection process is complete and they have received their visas.

How do I check my passport is ECR or ECNR?

It’s quite simple to check the status of your passport. Typically, the first two pages of the passport or the last two pages will bear the Emigration Check needed (ECR) stamp. The passport office will affix an ECR, or “Emigration Check Required,” stamp to the document.

If you have this stamp or print on your passport, you require permission from the POE office before you can travel to any of the countries mentioned above.

Indian government recently granted ECR passport holders an exemption.

The Emigration Policy Division of the Ministry of Overseas Indian Affairs has permitted Indian passport holders with ECR to travel without a POE office clearance for purposes other than employment as of October 1, 2007. Therefore, if you are traveling for a reason other than work, you must present the following documentation:

  1. A current Indian passport
  2. A valid visa for the country of destination
  3. A valid round-trip airline ticket

Q. My passport doesn’t contain an ECNR stamp. Can I obtain it using my provisional matriculation or higher certificate from the relevant University or Board?
A. Passports no longer have the ECNR stamp applied. In the new passport booklets, it isn’t even printed. Only the ECR stamp is now placed in passports if the applicant is not qualified for the ECNR. However, if you have a Matriculation-level qualification or higher, you are eligible for ECNR status. Even if you just have a provisional matriculation certificate, you can still obtain ECNR status if you have access to your course’s mark sheets for every semester. Additionally, in order to receive an ECNR stamp, the applicant must have lived abroad for more than three years, excluding any time spent on a visit to India, or they must be over 50 years old and a dependent who is under 18 and whose parents have an ECNR status in their passports.
Q. What happens if my passport doesn’t have an ECR or ECNR stamp? Do I still need to receive a clearance from the POE office?
A. The Emigration Check Required (ECR) or Emigration Check Not Required (ECNR) sheets are no longer issued by passport offices. Therefore, you are not required to obtain a POE approval for your trip if your passport lacks the ECR stamp or page. Only if your passport has an ECR page, Endorsement stamp, is POE clearance necessary.Q. What if I wish to travel as a tourist but I have an ECR stamp?
A. You are exempt from the new rule’s requirement to obtain approval from the POE office.
The passport holder would be considered to have been awarded ECNR status if the passport booklet did not include an ECR stamp.
Q. Who is qualified to have their ECR Status cancelled?
A. Emigration Check Required following status to be considered:

  • All owners of official or diplomatic passports.
  • Every Government Employee with a Gazette.
  • Each individual income tax payer, including agricultural income tax payers. It is necessary to insist on proof of assessment of income tax and real payment of income tax for the previous year, rather than just payment of advance tax. However, since the Income Tax department does not issue a separate assessment order, most of the time, Income Tax Returns that have the Income Tax authority’s stamp can be accepted.
  • All individuals with professional degrees, including doctors with an MBBS or a comparable degree in AYURVED or homeopathy, accredited journalists, engineers, Chartered Accountants, Cost Accountants, lecturers, teachers, scientists, and attorneys, among others.
  • Spouses and dependent children of the individuals listed in categories (b) through (d).
  • All individuals with matriculation or higher in their educational background.
  • Possess CDC, Sea Cadets, or Deck Cadet credentials
  • Who, upon production of identity cards issued by the Shipping Master, Mumbai/Kolkata/Chennai, have completed three months of pre-sea training at any of the government-approved Training Institutes, including T.S. CHANAKYA, T.S. REHMAN, T.S. JAWAHAR, MTI(SCI), and NIPM, Chennai.
    • Those in possession of a permanent immigration visa, such as those issued by the UK, USA, or Australia.
  • Individuals with a two-year diploma from an institution accredited by the National Council of Vocational Training (NCVT) or the State Council of Vocational Training (SCVT), or individuals with a three-year diploma or an equivalent degree from a polytechnic accredited by the federal or state governments.
  • Nurses with credentials accepted by the Indian Nursing Council Act, 1947.
  • Every person over the age of 50. But in order to remove the ECR endorsement from the passport, the holder must update it after turning 50.
  • All individuals who have lived abroad for more than three years, whether continuously or intermittently, and their spouses.
  • All minors under the age of eighteen. When a license is reissued at the age of 18 (if appropriate), ECR stamping must be completed.
